When Untouchable Institutions Attack: Military, Government, Education & Children's Infrastructure Weaponized

Executive Summary

421 IP addresses belonging to state-owned telecoms, military networks, universities, children's educational platforms, and government data centers are actively attacking internet infrastructure. Our honeypot recorded 1,881 attack sessions and 285 post-compromise commands from state-controlled networks across 28 countries over 72 days (March 21 โ€“ June 1, 2026).

Three Patterns Identified

  1. Military telecoms as cybercrime infrastructure โ€” Pakistan NTC fully compromised by Outlaw botnet; Vietnam's military Viettel hosting a 102-node proxy botnet for 58 days without intervention
  2. Children's schools weaponized โ€” A server hosting 60+ Indian schools (including preschools named "HelloKids", "SmartKidz", "LeviateKids") is actively attacking other systems while exposing children's data via unpatched Redis and MySQL
  3. State telecoms as attack launchpads โ€” 15 state-owned carriers across Africa, Asia, and the Middle East showing systematic compromise with zero remediation

The institutions we trust to protect society are among the most dangerous actors on the internet โ€” not because they are malicious, but because their perceived untouchability creates a security vacuum that criminals exploit with impunity.

ยง1 โ€” The Military Dimension

1.1 Pakistan NTC (AS23888) โ€” Military Telecom FULLY COMPROMISED

IP: 175.107.32.186 ยท Owner: Government of Pakistan (Military) ยท Status: Active Outlaw botnet node

Successfully authenticated, executed 19 commands, deployed 2 malware binaries, planted permanent SSH backdoor, changed root password.

cd ~; chattr -ia .ssh; lockr -ia .ssh
cd ~ && rm -rf .ssh && mkdir .ssh && echo "ssh-rsa AAAAB3NzaC1yc2EAAABJQAAAQEA..."
echo "root:CqHlyKdqZz65"|chpasswd|bash
rm -rf /tmp/secure.sh; pkill -9 secure.sh; echo > /etc/hosts.deny
cat /proc/cpuinfo | grep name | wc -l
free -m | grep Mem | awk '{print $2,$3,$4,$5,$6,$7}'

OSINT Context: NTC is not a public commercial carrier โ€” it is the government's internal network backbone serving federal government, military, and ISI intelligence infrastructure. The Outlaw SSH key (ArDp4cun2lhr4KUhBGE7Vv...) now present on this military network is shared by 78 IPs across 28 countries. Criminal botnet operators now have persistent, password-less SSH access to Pakistani military telecom infrastructure.

1.2 Viettel Group โ€” Vietnam Ministry of National Defence (AS7552 + AS24086)

124 IPs ยท 784 attack sessions ยท 28 commands ยท 102-node AsyncSSH proxy botnet operating 58+ days with ZERO remediation

See TI-2026-016 "Phantom Pipes" for full analysis. Botnet found exclusively on Viettel โ€” not on FPT, VNPT, MobiFone, or any other Vietnamese ISP.

OSINT โ€” APT32/OceanLotus (MITRE G0050): FireEye (May 2017) assessed APT32 conducts cyber espionage aligned with Vietnamese state interests since 2014. Targets: foreign corporations, governments, dissidents, journalists. ESET confirmed continued operations in 2026 ("FrostyNeighbor"). Viettel's military ownership means the same entity that operates 80M civilian broadband subscribers also controls Vietnam's offensive cyber capability.

Viettel also operates Mytel in Myanmar โ€” a JV with the military junta's Myanmar Economic Corporation โ€” raising concerns about surveillance infrastructure export.

Sources: FireEye 2017, MITRE ATT&CK G0050, ESET 2026

1.3 Myanmar MPT โ€” Military Junta Controlled

Previously documented in TI-2026-013. L2TP VPN + Kubernetes API (port 6443) exposed to internet. The clearest case of telecom weaponized for military violence.

OSINT: Internet cut during October 2022 airstrike that killed 80+ at a Kachin concert โ€” preventing victims from seeking help (Access Now). Nightly 1am-9am shutdowns imposed for months post-coup. 112/2,130 websites confirmed blocked (OONI 2022). Telenor forced to sell to military-linked entity.

ยง2 โ€” Government Infrastructure as Attack Platforms

2.1 Brazil โ€” State Government Data Center (Mato Grosso)

IP: 201.49.166.244 (AS28602) ยท Org: CENTRO DE PROC. DE DADOS DO ESTADO DE MATO GROSSO

Active botnet node (libssh_0.9.6 campaign, 421 IPs / 59 countries). 2 sessions against our honeypot (May 21-23, 2026). A government data center processing citizen data is attacking other countries.

2.2 Sri Lanka โ€” Lanka Government Cloud (AS132124)

IP: 43.224.126.107 ยท AbuseIPDB: 100 ยท Context: Moved under Ministry of Defence in May 2022 during civilian protests (Freedom House 2022). The government cloud now has direct military oversight.

2.3 Ethiopia โ€” Ethio Telecom (AS24757) โ€” State Monopoly

Why institutional attacks persist:

  • Pakistan NTC, Viettel, Myanmar MPT have no functional abuse desks
  • State telecoms operate under assumed immunity from international scrutiny
  • Military ownership creates plausible deniability in both directions
  • Children's data exposure gets no special category in abuse reporting
  • Academic networks prioritize openness over security

ยง11 โ€” Conclusions

Key Findings:

  1. 421 state-owned IPs from 28 countries actively attacking internet infrastructure
  2. Pakistan's military telecom has persistent SSH backdoor by Outlaw criminal botnet
  3. 60+ Indian children's schools have data exposed on attacking server (MySQL + Redis open)
  4. Vietnam's military ISP hosts proxy botnet 58+ days without intervention
  5. 9 Korea Telecom IPs run triple-threat (MikroTik + Telegram + GSM fraud)
  6. Brazilian government data center processing citizen data is active botnet node
  7. Rostelecom (Russia) deploying named malware binaries from state infrastructure
  8. UAE + Algeria state telecoms distributing SSHD rootkits
"The measure of a civilization is how it treats its most vulnerable members. By that measure, these institutions have failed catastrophically โ€” not through malice, but through the arrogance of assumed invulnerability."

This is not a cybersecurity problem. This is a governance problem.

Glass houses shouldn't throw stones. But they do โ€” and nobody stops them.

โš ๏ธ Correction & Update โ€” 2026-07-04

Reason for update: This foundational report was written before the platform gained an authoritative entity-resolution layer (source-attributed golden records with provenance and cross-source conflict tracking, disambiguated by claude-opus-4.8) and before the shared_authorized_key operator-identity signal existed. Nothing below is removed โ€” the original 421-IP analysis and all cited sources are preserved. This note appends what fresh, re-verified data confirms, corrects, and adds.

Thesis confirmed. The core claim โ€” that infrastructure belonging to state telecoms, military networks, universities, children's educational platforms and government data centers is itself actively attacking โ€” is behavioral and holds: it rests on honeypot-observed shared commands, shared SSH authorized keys, and actor clustering, not on document co-occurrence.

Attribution sharpened (Pakistan nexus). The follow-on academic host CIPMA (cipma.edu.pk, 175.107.32.186) is now resolved by golden entity resolution to AS23888 โ€” National Telecommunication Corporation (NTC) (confidence 0.92), correcting a later companion piece that had placed it on a separate commercial ISP. The academy sits on the military-connected national telecom's own ASN โ€” tightening, not loosening, the "untouchable institutions" argument.

New signal available. Dataset-wide, 1,225 shared_authorized_key edges across 98 hosts now provide same-operator identity evidence (identical SSH keys reused across machines) that did not exist at first publication โ€” a stronger basis than shared malware downloads for asserting common operation behind institutional masks.

Method integrity note. A concurrent data-quality audit found that a separate class of automated OSINT-library backlinks (bulk blocklists / open-resolver dumps) generated non-investigative cross-corpus edges; these were excluded from the graph. They never contributed to this report's institutional findings, which are grounded in observed attack behavior.
