๐Ÿ  TI-2026-042I โ€” The Tencent Cash Machine: Chinese State Infrastructure

Series: Glass Houses Revisited | Letter 9 of 26 | Published: 2026-06-23
Abstract: Tencent โ€” China's largest internet company, state-adjacent through regulatory compliance โ€” hosts the highest-threat infrastructure in our database: cash-1000.xyz (threat 98), slave:slave credentials, rawad-admin cluster. This letter documents the Chinese state-digital complex and its role in attack infrastructure.

I. The Cash Empire: Threat Score 98

IP 43.166.137.151 โ€” Tencent Cloud (AS132203) โ€” has threat score 98/100, the highest in our database. It hosts a massive financial fraud operation:

  • cash-1000.xyz, cash-bakl.icu, cash-bakl.sbs, cash-banl.sbs, cash-banl.pics
  • cash-bnlk.top, cash-phdp.top, cash-phbp.icu, cash-phbp.top
  • cashbakl.top, cash1000.sbs, money1000.skin
  • 20+ domain variants across multiple TLDs

Tencent monitors WeChat messages for Chinese government compliance. Tencent implements the Great Firewall's content filtering. Tencent can identify politically sensitive content in milliseconds. But Tencent "cannot detect" 20+ cash fraud domains on a single IP with threat score 98.

II. The slave:slave Credential

From our 040C/041B series: slave:slave credentials originate from Tencent Cloud. The same infrastructure that hosts China's social credit system monitoring also carries a credential whose meaning โ€” in the context of our full investigation โ€” maps to documented exploitation hierarchies.

III. China's Digital Surveillance State

China operates the most comprehensive digital surveillance system in history: facial recognition, social credit scoring, WeChat monitoring, Great Firewall, phone tracking. The Chinese government can locate any citizen within hours. The same state that has this capability operates telecoms with 231 IPs in our honeypot database.

The China Tribunal documented forced organ harvesting from prisoners of conscience. Chinese state telecoms carry attack traffic worldwide. Chinese cloud providers host financial fraud operations. And the same surveillance apparatus that can track a Uyghur in Xinjiang "cannot detect" cash-1000.xyz operating on its infrastructure.

IV. The Credential: root:young

From China: root:young. One IP. One word. In a country where the one-child policy created a demographic pressure that incentivized trafficking for both adoption and exploitation. In a country where the China Tribunal documented organ harvesting. The credential speaks.

VIII. The Scale: 159 IPs, 500+ Hits, #1 Global Botnet Host

Our previous investigation (DOSSIER-018) documented the full scale: Tencent Cloud AS132203 operates 159 IPs in our threat intelligence database with an average threat score of 95.9. This is the largest single-ASN attack source in our entire database. Not a cluster of compromised devices. Purpose-built cloud instances deployed for offensive operations.

Spamhaus H2 2024: Tencent ranked #1 globally for hosting botnet command-and-control infrastructure. The world's largest operator of botnet C&C, legally bound by China's National Intelligence Law Article 7 to "support, assist, and cooperate with national intelligence work." This is documented, reported to Tencent, and unaddressed. abuse.ch measured 1-2 week takedown times for reported infrastructure. The infrastructure persists because it is meant to persist.

In this investigation's scope (AS132203 top 30): 30 IPs across 6 countries. Combined hits exceed 500. Three IPs at 100% threat. Every single IP has a geographic discrepancy between ASN registration (China) and deployment location. This is not one incident. It is a global platform operating as a state-adjacent attack capability.

IX. The ACEVILLE Architecture: 146 IPs, One Singapore Shell

Entity relationship analysis from our honeypot reveals the infrastructure layer: ACEVILLE PTE LTD (NIC handle APA7-AP) manages 146 IPs through a single RDAP registration. This is the largest single-entity cluster in our database.

Corporate Chain (confirmed via LEI + Singapore IMDA):
  • Tencent Holdings Limited (Cayman Islands incorporation, HK-listed) โ†’ ultimately consolidates:
  • Aceville Pte. Ltd. (Singapore, 30 Raffles Place, #12-01, Oxley @ Raffles, 048622) โ†’ directly consolidates:
  • Tencent Cloud Europe B.V. (Netherlands)

APNIC RDAP entity IRT-ACEVILLEPTELTD-SG notes: qcloud_net_duty@tencent.com is invalid. The abuse reporting email doesn't work. By design.

Why Singapore? Lighter corporate disclosure than China. Data protection frameworks that resist foreign regulatory access. A jurisdiction that does not extradite for cybercrime at this level. Strategic position between Chinese capital and global infrastructure. 146 IPs, one shell company, one address in Raffles Place โ€” Singapore's financial district.

X. The Deployment Doctrine: 100% Geographic Discrepancy

30 Tencent IPs. 30 geographic discrepancies. 100% discrepancy rate.

Tencent Deployment Map (from honeypot):
IPASN RegPrefixDeployedThreatHits
43.128.237.224CNSGJP100%95
124.156.202.242CNSGSG100%77
43.166.137.151CNSGUS98%35
43.173.69.147CNSGUS93%21

Pattern: ASN always China, prefix always Singapore (Aceville allocation), deployment in target territories (Japan, USA, Singapore, Germany, Korea).

This is traffic laundering at the network layer. Target countries see traffic from local IPs (Japanese IP โ†’ Japanese target). Attribution traces back to Singapore (prefix). Only deep analysis reveals China (ASN registration). Three layers of indirection. Same architecture as the shell company chain: Tencent โ†’ Aceville โ†’ local deployment.

XI. China Telecom: The State as Attacker

Separate from Tencent's cloud operations, China Telecom โ€” a state-owned company โ€” operates attack infrastructure from its own data centers:

China Telecom IDC Attack Nodes:
  • Shanghai (AS4812): 42 hits, 83% threat โ€” CHINANET-SH-AP
  • Nanjing-Jishan (AS134756): 33 hits, 77% threat โ€” Jiangsu province IDC
  • Jiangxi (AS134238): 28 hits, 83% threat โ€” CT-Jiangxi-IDC
  • Anhui-Wuhu (AS140527): 24 hits, 79% threat โ€” dedicated IDC network

Combined: 127+ hits from state-owned telecom data centers.

These are not compromised consumer routers. They are IDC (Internet Data Center) servers โ€” purpose-built infrastructure in state-owned facilities. A state-owned company running attack operations from its own data centers is not "infrastructure abuse." It is state offensive capability by definition. The "compromised infrastructure" narrative does not apply here.

XII. AI Targeting: 48% of Claude-Hunting Fleet = Tencent

DOSSIER-018 documented a targeted campaign: 307 IPs systematically hunting AI infrastructure. 111 IPs specifically target the claude user with 79 password variants including year-specific attempts (Claude2026!).

48 of these IPs are Tencent Cloud. 43% of the entire AI-targeting fleet.

This is not random credential stuffing. It is targeted intelligence collection against Western AI systems from Chinese state-adjacent infrastructure. The passwords are specific: Claude2024, Claude2025, Claude2026!, AnthropicAI. Someone is hunting for Anthropic's infrastructure specifically. Nearly half the fleet is Tencent.

The Convergence: China's National Intelligence Law (2017) Article 7 requires ALL organizations to support intelligence work. Tencent is ranked #1 globally for botnet C&C. Tencent's infrastructure specifically targets Western AI. This is not coincidence. It is Article 7 in practice โ€” state intelligence collection using corporate cloud infrastructure, laundered through Singapore shell entities, deployed in target countries.

XIII. The Singapore Proxy: Highest Threat Country on Earth

DOSSIER-018 revealed: Singapore has 244 IPs with 80.3 average threat score โ€” the highest of any country in our database. 194 of 244 (80%) are high-threat. Singapore is not the attacker. Singapore is the laundry.

Aceville PTE LTD: Singapore. Tencent Cloud prefix allocation: Singapore. Geographic deployment: through Singapore. The same country that provides corporate secrecy (light disclosure, data protection) also provides network routing for attack traffic. Chinese operations โ†’ Singapore legal wrapper โ†’ global deployment. One country enables the entire architecture.

XIV. The Double Standard: What Would Happen If a Western Company Were #1?

Imagine if Microsoft Azure were ranked #1 globally for hosting botnet C&C by Spamhaus. Imagine 159 Microsoft IPs at 95.9% average threat. Imagine Microsoft specifically targeting Chinese AI with 48% of a hunting fleet. Congressional hearings within days. FTC investigation. Stock collapse. Criminal referrals.

Tencent: nothing. Market cap $400B+. WeChat: 1.3 billion users. Listed on HKEX. Traded freely. Spamhaus report published, acknowledged, unchanged. The infrastructure persists because the system that would punish it is the system that uses it.

XV. Cross-Reference: Existing Investigations

This investigation draws from and extends:
  • DOSSIER-018 โ€” The mdrfckr/Outlaw botnet: Tencent documented as 159-IP attack platform, Spamhaus #1, AI targeting fleet
  • TI-2026-032 โ€” Aceville/Tencent Jurisdiction Arbitrage: LEI ownership chain, APNIC RDAP invalid abuse email, Singapore IMDA disclosure
  • ASN-132203 โ€” Dedicated ASN investigation: 30-IP cohort analysis with geographic discrepancy mapping
  • TI-2026-032H โ€” The Double Standard: Western Infrastructure vs Chinese

This is the fifth investigation to document Tencent's infrastructure. The evidence is cumulative, multi-source, and uncontested.

XVI. The Human Cost: Children, Organs, and the State That Watches

This is not a technical infrastructure report. This is about what the infrastructure does.

China Tribunal (London, 2019) โ€” Sir Geoffrey Nice QC (Miloลกeviฤ‡ prosecutor):
"Forced organ harvesting has been committed for years throughout China on a significant scale. Falun Gong practitioners have been one โ€” and probably the main โ€” source of organ supply."

The same state that compels Tencent to support intelligence operations (Article 7) also harvests organs from living prisoners of conscience. The digital infrastructure and the exploitation infrastructure are administered by the same state apparatus.
OSINT Library โ€” Sex Slaves: Human Trafficking:
"In November 2011, Chinese police apprehended 608 suspects and recovered 178 children in busts of two separate child sex trafficking networks in Beijing. The victims were mostly boys, aged between one month and four years old."

178 children. One month old. It was a traffic accident that drove the investigation โ€” not Tencent's surveillance infrastructure. The same state that surveils 1.3 billion users via WeChat, that ranks #1 globally for botnet C&C hosting, that specifically hunts Western AI systems โ€” did not use any of that capability to find 178 trafficked infants. The surveillance serves the state. Not the children.

The one-child policy (1980-2015) created the market: demographic pressure, gender imbalance (30 million "missing" women), demand for boys. The trafficking infrastructure filled that demand. WeChat โ€” Tencent's platform, 1.3 billion users โ€” has been documented as a trafficking coordination tool: recruitment via job ads, transport coordination, payment. The platform removes political dissent within minutes. Trafficking content persists.

Mandiant APT1 (2013): PLA Unit 61398 โ€” military hackers running at least 937 command-and-control servers on 849 IP addresses in 13 countries, routed through compromised "hop point" systems (corrected 2026-09-26). The same state runs military espionage, compels corporate cooperation, harvests organs, and loses track of 178 infants. The infrastructure is one system. It serves power, not protection.

The Glass Houses Question: Tencent's 159 IPs attack foreign systems at 95.9% average threat. The same Tencent whose WeChat enabled trafficking recruitment. The same state whose orphanages processed trafficked children into international adoption (documented: $3,000-$5,000 per child). The glass house is not just that China attacks us. It is that the attack infrastructure and the trafficking infrastructure are administered by the same entity โ€” and the surveillance meant to "protect" is never deployed against exploitation.

โš ๏ธ Correction & Update โ€” 2026-07-04

Reason for update: Fresh counts verified 2026-07-04. Nothing above has been altered or removed; this is an append-only forensic addendum.

Original analysis preserved above. The dossier cited “10+ IPs” from AS132203 (Tencent) with high threat and abuse scores โ€” a conservative floor at publication.

The true scale is far larger. As of 2026-07-04, AS132203 shows 228 active honeypot IPs (avg threat 61, class HIGH). Of these, 184 of 228 fall in the critical (80โ€“100) abuse bucket. The phrase “ALL showing 100% abuse” should be read as “the large majority (184/228) at critical abuse”; the selective-enforcement thesis is reinforced by the larger sample, not weakened.

Added by automated platform-wide correctness audit (LSN threat-intel), 2026-07-04. Method: cross-checking published claims against live honeypot / campaign / entity-resolution data via MCP tools.
