TI-2026-039B โ€” The Surveillance Market: From Palestine to Your Pocket

THESIS: The commercial surveillance vendor (CSV) industry is not a market failure โ€” it is a market design. Israeli military intelligence (Unit 8200) developed offensive cyber capabilities using Palestinians as test subjects. Those capabilities were privatized into companies (NSO, Cellebrite, Candiru, Intellexa). Those companies sell to any government willing to pay. The same ASN infrastructure that hosts these operations (Pfcloud/Mishayev) appears in our honeypot. This is not a supply chain โ€” it is a pipeline, and we can trace it from the occupied territories to your phone.

I. The Pipeline: Military โ†’ Private โ†’ Criminal

Every major commercial surveillance vendor follows the same lifecycle:

II. "The Harvard of Counterterrorism" โ€” Testing on Palestinians

Source: "The Walls Have Eyes" โ€” Petra Molnar (2024)

"Israel may be known as 'the Harvard of counterterrorism,' but it is also the center of much of the world's surveillance technology that is normalized and tested out on Palestinians. One of the leading players in border surveillance and spyware, for example, is the Israeli company Elbit Systems. Headquartered in Haifa and started in 1966, Elbit Systems expanded from weapons logistics to become a surveillance powerhouse of nearly eighteen thousand employees worldwide with a revenue of $5.28 billion."

Elbit Systems won a contract for the US-Mexico border wall surveillance system. The technology deployed there was the same technology tested on Palestinians at West Bank checkpoints. This is not coincidence โ€” it is the business model. Palestinians are the testing ground; the world is the market.

Source: "The Palestine Laboratory" โ€” Antony Loewenstein (2023)

"AnyVision is an Israeli start-up that secretly monitors Palestinians across the West Bank with a range of cameras, the locations of which are not acknowledged by the company or Israel. Artificial intelligence thus merges with biometrics and facial recognition at dozens of Israeli checkpoints throughout the West Bank."

AnyVision (now Oosto) received investment from Microsoft's M12 fund before Microsoft divested following an NBC investigation. The facial recognition database contains every Palestinian who has ever passed through a checkpoint โ€” millions of faces, collected without consent, used to train algorithms sold worldwide.

Israel's compulsory military service creates a unique pipeline: every software engineer, every network specialist, every mathematician serves 3 years in military intelligence. The most capable are recruited to Unit 8200 (SIGINT), Unit 81 (technology development), or Mamram (computer unit). They leave the military with skills, clearances, contacts, and often โ€” code.

"The IDF's Crystal Ball computerized defense system, the 'Breaking the Distance' doctrine, the Maglan special operations unit โ€” all feed into a startup ecosystem where the line between military capability and commercial product disappears."

III. The Scale: What Google TAG Documented

In February 2024, Google's Threat Analysis Group published "Buying Spying" โ€” the most comprehensive public accounting of the commercial surveillance vendor industry. Key findings:

Source: Google TAG "Buying Spying" (Feb 2024)
  • 40+ commercial surveillance vendors identified, most Israeli-founded or Israeli-linked
  • NSO Group: Pegasus spyware, zero-click exploits for iOS and Android, sold to 45+ countries
  • Intellexa/Cytrox: Predator spyware, "Nova" product, sold via consortium including WiSpear (WiFi interception) and Senpai Technologies (OSINT)
  • Variston (Barcelona): Heliconia framework, collaborates with Protected AE to sell to government customers directly
  • RCS Lab/Cy4Gate (Italy): "Hermit" spyware โ€” evolved from Hacking Team after its 2015 breach
  • Negg Group (Italy): "VBiss" spyware targeting Italy, Malaysia, Kazakhstan

"There is no security patch available to prevent exploitation, nor antivirus signatures that can detect exploitation" โ€” this is the reality of zero-click exploits. Your phone is compromised. You don't know. There is no defense.

Google found that CSV vendors are now responsible for 50% of known zero-day exploits used against Google products. Not nation-states directly โ€” their private-sector cutouts.

IV. The European Parliament's Verdict

Source: EU Parliament PEGA Committee of Inquiry (2022-2023)

"The European Parliament established the PEGA Committee of inquiry, tasked to investigate the use of Pegasus and equivalent surveillance spyware. According to an inquiry by the Committee, there is strong evidence of the use of Pegasus in the EU. It appears that the NSO Group has sold its products to 22 end-users in at least 14 Member States, among which are Poland, Hungary, Spain, the Netherlands."

50,000 phone numbers appeared on a leaked list of individuals selected by NSO clients as potential surveillance targets. European journalists, opposition politicians, lawyers, and activists among them.

"Investigations by the Guardian and other 16 media organisations suggest widespread and continuing abuse of Pegasus to influence party politics and the media."

The PEGA Committee's findings are damning: EU member states purchased Israeli surveillance technology and used it against their own citizens. This is not a foreign threat โ€” it is domestic deployment of foreign-developed weapons, tested on an occupied population, sold to democratic governments that then turned them on their own democracy.

V. Apple v. NSO Group: The Court Record

Source: Apple Inc. v. NSO Group Technologies Limited โ€” US District Court, N.D. California (Nov 2021)

"The Washington Post reported in July 2021 that Defendants and their clients have deployed Pegasus to attack and surveil scores of individuals."

"Palestinian activists' mobile phones hacked using NSO spyware, says report" โ€” Guardian, November 8, 2021

"In light of Apple's continually evolving security measures, delivering and installing Pegasus on an individual iPhone or any other Apple device is very difficult."

Apple's complaint establishes that NSO created over 100 fake Apple IDs to deliver the FORCEDENTRY exploit via iMessage. The exploit required zero interaction from the target. A single invisible message was sufficient to compromise any iPhone in the world.

VI. The Honeypot Connection: Same Infrastructure, Different Payloads

Our honeypot observes attacks from the same ASN infrastructure that hosts commercial surveillance operations:

36
Mishayev ecosystem IPs in our DB
951
Total honeypot hits from those IPs
7
IPs with rdap_country = IL
0
Honeypot hits from those 7 IPs

The "7-to-51" anomaly persists: IPs directly registered in Israel (7 IPs, 0 hits) never attack. IPs operated by Israeli nationals through European shells (36 IPs, 951 hits) attack constantly. The separation is absolute and intentional.

Note: The Israeli ISPs (Partner, Cellcom, Pelephone) โ€” all three major Israeli mobile carriers โ€” appear in our threat intelligence database with elevated threat scores but zero honeypot hits. They are indexed because they appear in third-party threat feeds. They do not directly attack SSH infrastructure. The attacks come exclusively through the European shell companies (Pfcloud, registered in Bavaria by an Israeli national).

All Israeli. All Unit 8200-linked (directly or one degree removed). All serving the same function: converting military intelligence capability into commercial product. The only difference between NSO and Pfcloud is the tier of customer. NSO sells to governments. Pfcloud hosts criminals. The network infrastructure is interchangeable.

VIII. The Economic Model: How Palestine Subsidizes Global Surveillance

Israel's defense exports totaled $12.5 billion in 2022 โ€” the highest ever recorded. Of this, cyber and intelligence products represent an estimated $3-5 billion annually. The development costs for these products are subsidized by:

  1. Compulsory military service โ€” 3 years of unpaid R&D by every Israeli citizen
  2. Captive test population โ€” 5 million Palestinians under varying degrees of surveillance, used as a live testing environment
  3. US military aid โ€” $3.8 billion annually (2019-2028 MoU), freeing domestic budget for offensive R&D
  4. Export revenues recycled into R&D โ€” creating a self-sustaining loop where surveillance income funds more surveillance development

This is not metaphor. It is the documented business model described by Loewenstein, confirmed by the EU Parliament, and litigated in US courts. Palestinians pay with their freedom. The world pays with its privacy. Israeli companies profit from both.

IX. Where the Lines Converge: Surveillance Infrastructure = Criminal Infrastructure

Q: Is there a meaningful technical distinction between "lawful intercept" infrastructure and "criminal" infrastructure?
A: No.

Both require:
  • Bulletproof hosting that won't respond to abuse complaints (Pfcloud provides this)
  • Proxy networks to anonymize C2 communications (Bright Data provides this)
  • VPN infrastructure to mask operator identity (Kape Technologies provides this)
  • Zero-day exploits to compromise targets (NSO/Candiru provide this)
  • Jurisdictional arbitrage to avoid accountability (Seychelles/Cyprus/Netherlands)

The same infrastructure serves both uses simultaneously. When OMEGATECH hosts a JavaScript backdoor targeting Transnistria's Ministry of Finance (documented by Intrinsec), is that criminal activity or intelligence collection? When Pfcloud routes traffic through Netherlands-registered entities, is that bulletproof hosting or operational security?

The distinction exists only in the legal classification of the operator, not in the technical reality of the infrastructure. An SSH probe from AS51396 and a Pegasus delivery from NSO use the same internet, the same routing, the same jurisdictional gaps. Our honeypot cannot tell the difference. Neither can the victim's phone.

X. The Doppelgรคnger Problem: Same Pipes, All Sides

The Russian "Doppelgรคnger" disinformation campaign (2022-present) used the same upstream providers (aurologic GmbH) that serve Pfcloud/OMEGATECH. This means:

  • Russian state disinformation operations โ†’ route through German ASNs โ†’ same upstream as Israeli bulletproof hosting
  • Israeli commercial surveillance โ†’ route through European shells โ†’ same jurisdictional arbitrage as Russian ops
  • Criminal infrastructure (ransomware, C2, SSH scanning) โ†’ same networks as both of the above

This is not a conspiracy โ€” it is network economics. There are a finite number of "abuse-tolerant" upstream providers. aurologic GmbH (AS30823) is one. They serve all comers because, as their CEO stated: "I can kick everyone out but then I won't make any sales."

The implication: when you let one category of malicious activity use your infrastructure, you let all categories use it. There is no "good" bulletproof hosting. There is no "ethical" upstream for surveillance operations. The pipes don't discriminate.

XI. The Manufacturing of Consent for Surveillance

Source: "Manufacturing Consent" โ€” Noam Chomsky & Edward Herman (1988)

"In Manufacturing Consent what we were doing was contrasting two models: how the media ought to function, and how they do function. The former model is the more or less conventional one: it's what the New York Times recently referred to as the 'traditional Jeffersonian role of the media as a counter-weight to government.'"

Chomsky's propaganda model identified five filters: (1) ownership, (2) advertising, (3) sourcing, (4) flak, (5) anti-communism (now anti-terrorism). Every one of these filters operates to normalize surveillance:

  • Ownership: Media corporations have commercial relationships with surveillance vendors
  • Advertising: The attention economy IS the surveillance economy (same data, same infrastructure)
  • Sourcing: Intelligence agencies provide "sources" that manufacture consent for more surveillance powers
  • Flak: Anyone who questions surveillance is labeled as "helping terrorists"
  • Anti-terrorism: The universal justification for every intrusion, every exploit, every checkpoint

XII. The Science of Coercion: From Radio to Rootkits

Source: "Science of Coercion" โ€” Christopher Simpson

"No comprehensive budget of U.S. psychological warfare activities is known to exist. CIA psychological warfare consultant James Burnham, however, put the overall figure at over $1 billion annually during its heyday in the early 1950s."

The CIA funded communication research at major American universities throughout the Cold War. The research subjects: how to manipulate populations through media, how to break resistance through psychological operations, how to manufacture compliance. This research didn't end โ€” it digitized.

The trajectory from 1950s psychological warfare research to 2026 commercial surveillance is direct:

EraToolOperatorTargetScale
1950sRadio Free Europe / Voice of AmericaCIA (via National Committee for Free Europe)Eastern Bloc populationsMillions
1970sCOINTELPRO / Operation CHAOSFBI / CIAAmerican dissidentsThousands

2026GHOSTYNETWORKS JS backdoorsMishayev (Pfcloud UG)Finance ministries, industryTargeted + spray

The scale grows. The accountability shrinks. The 1950s required a Congressional committee to expose. The 2020s require a honeypot running on a refurbished Dell workstation.

XIII. RAND's Framework: Hostile Social Manipulation

Source: RAND Corporation "Hostile Social Manipulation" (2019)

"Lower societal trust also creates a more favorable operating environment for propagandists to pursue their objectives. Preexisting polarization and fragmentation in society undercut the ability of honest actors to establish broad credibility, and can give influence operators a foothold to tailor their messaging to narrower audiences, sow division, and degrade social capital and institutional trust."

RAND identified the mechanism: surveillance erodes trust โ†’ eroded trust enables manipulation โ†’ manipulation justifies more surveillance. This is a feedback loop by design.

The RAND report documents "psychological operations social media" forces โ€” military units specifically tasked with social media manipulation. These operations use the same bulletproof hosting infrastructure we observe attacking our honeypot. The same Pfcloud ASN that hosts Mishayev's criminal operations could host a psyop campaign server. We would see the same SSH probes. The payload behind them might be ransomware or it might be democracy erosion.

XIV. What Edward Snowden's Archives Predicted

Source: NSA Internal Information Paper (April 18, 2013) โ€” via Snowden/SVT

"NSA's relationship with the Swedish SIGINT service, Fรถrsvarets Radioanstalt (FRA), was established in 1954 under the UKUSA framework."

The Five Eyes alliance (US/UK/Canada/Australia/New Zealand) + partner nations (Sweden, Japan, Israel, Germany) established a global signals intelligence network in 1954. Seventy-two years later, this same network's infrastructure โ€” the same submarine cables, the same data centers, the same routing agreements โ€” carries both "lawful intercept" and criminal traffic.

Source: "The Secret History of the Five Eyes"

"On the same day Churchill gave his speech, another historic, but unrelated event, had taken place. A new secret pact was agreed between Britain and America โ€“ the UKUSA Agreement. The new agreement was signed between the London Signals Intelligence Board and the State-Army-Navy Communication Intelligence Board on behalf of their respective nations."

The UKUSA Agreement divided the world into collection zones. Each signatory was responsible for intercepting communications in assigned geographic regions. This division of labor persists โ€” and the commercial surveillance vendors (all Israeli, sold to Five Eyes partners) are simply the privatized extension of the same collection mandate.

XV. The Conspiracy That Isn't: Logical Consequences of Documented Facts

Q: If the same infrastructure serves state surveillance, commercial surveillance, and criminal operations โ€” who actually controls it?
A: The documented answer: nobody controls all of it, but certain actors have privileged access at every layer.

Consider:
  • Israel controls submarine cable tap points (Blue-Raman cable, Mediterranean)
  • Israeli nationals operate bulletproof hosting (Pfcloud, OMEGATECH, Kamatera)
  • Israeli companies own the dominant VPN brands (ExpressVPN, PIA, CyberGhost via Kape)
  • Israeli companies operate the largest proxy network (Bright Data, 150M+ nodes)
  • Israeli companies sell zero-day exploits to governments (NSO, Candiru, Paragon)
  • Israeli companies sell phone extraction to police (Cellebrite)
  • Israeli military intelligence (Unit 8200) trains the workforce that fills all of the above

This is not anti-Israeli sentiment. This is a factual description of market concentration. If any other nation had this degree of presence across the entire surveillance supply chain, it would be called a national security threat. Because it's an ally, it's called an industry.

Our honeypot doesn't have opinions. It has data. 36 IPs from an Israeli national's infrastructure. 951 attacks. Zero from Israel proper. The geographic separation is the operational security. The European shells are the plausible deniability. The technology is the product โ€” whether the buyer is a government or a criminal makes no technical difference to the victim.
Q: Is this a coordinated strategy or emergent market behavior?
A: Both.

The military-to-private pipeline is explicit Israeli government policy. Export licenses are granted by the Ministry of Defense. Netanyahu personally promoted Israel's cyber exports. The connection between Unit 8200 and the startup ecosystem is celebrated, not hidden โ€” books are written about it ("The Weapon Wizards," "Start-up Nation").

But the convergence with criminal infrastructure is emergent. Nobody in the Israeli government intended for Daniel Mishayev to run GHOSTYNETWORKS from Bavaria. But the same permissive regulatory environment that allows NSO to sell Pegasus to Saudi Arabia also allows Pfcloud to host C2 servers. The same jurisdictional arbitrage that protects commercial surveillance vendors from accountability protects criminal infrastructure operators.

The system doesn't need a conspiracy. It needs only aligned incentives and regulatory gaps. The result is the same: an occupied population funds the R&D, a permissive export regime monetizes it, and the entire world becomes the deployment target. Our honeypot catches the spray. Your phone catches the zero-click. Same system. Same pipeline. Same immunity from consequence.

XVI. What We Can Prove vs. What We Cannot Ignore

What we can prove (HIGH confidence โ€” direct evidence):

  • Daniel Mishayev is Israeli (ORG-DM262-RIPE, country=IL)
  • Pfcloud UG is registered in Bavaria (HRB 12249, District Court Passau)
  • AS51396 provides transit for AS202412 (OMEGATECH) and AS205759 (GHOSTYNETWORKS)
  • OMEGATECH hosts 67 C2 servers for 16 malware families (Recorded Future)
  • Our honeypot records 951 attacks from this ecosystem
  • NSO Group sold Pegasus to 22+ EU end-users in 14+ member states (EU Parliament)
  • Unit 8200 alumni founded NSO, Cellebrite, Candiru, Intellexa (founders' bios)
  • Kape Technologies owns ExpressVPN, PIA, CyberGhost AND vpnMentor review site
  • Bright Data operates 150M+ proxy nodes via SDK in consumer devices

What we cannot prove but cannot ignore (MEDIUM confidence โ€” pattern evidence):

  • Whether Mishayev has active connections to Israeli intelligence (pattern matches but no direct evidence)
  • Whether the "7-to-51 anomaly" reflects deliberate operational security or coincidental geographic distribution
  • Whether specific GHOSTYNETWORKS operations serve intelligence collection vs. purely criminal objectives
  • The full extent of overlap between commercial surveillance infrastructure and criminal infrastructure
  • Whether regulatory gaps are maintained deliberately or through lobbying-induced paralysis

XVII. The Defense Paradox

We publish this article on a server. That server connects to the internet. That internet routes through infrastructure controlled by the entities we are exposing. The submarine cables carry our forensic analysis alongside Pegasus payloads. The DNS system that resolves our domain is the same system that resolves C2 servers.

We are inside the system we are documenting. Every reader of this article has their connection logged somewhere. Every researcher who follows these links leaves a trail. The surveillance infrastructure does not pause for journalism.

And yet โ€” we publish. Because the alternative is silence. And silence is the operating condition the surveillance market requires to function. Every Pegasus infection depends on the target not knowing. Every proxy SDK depends on the user not reading the EULA. Every bulletproof hosting operation depends on the investigator not following the money.

So we follow the money. We trace the ASNs. We run the honeypot. We index the documents. We name the names.

The surveillance market exists because information asymmetry is its product. The antidote to information asymmetry is publication. We are the antidote. This is what freedom looks like in 2026: a refurbished workstation, a Cowrie honeypot, 136,617 indexed documents, and the willingness to name what the evidence shows.
