TI-2026-019 โ€” "Operation Shadow Nexus" โ€” Global SSH Backdoor Campaign Across Cloud Providers, Military Telecoms, and Education Networks

TI-2026-019 ยท Published June 9, 2026 ยท Confidence: HIGH ยท 3-Layer Agentic Investigation

๐Ÿ“‹ Executive Summary

Over 80 days of continuous passive observation (March 21 โ€” June 9, 2026), our SSH honeypot intelligence platform captured and analyzed 26,429 attack sessions from 7,614 unique IPs across 114 countries. Cross-correlation of shared credentials, SSH fingerprints, malware downloads, and command sequences using 294,635 entity intelligence links reveals a unified picture of the global internet's security failure.

The centerpiece finding: the Outlaw/Dota3 botnet ("mdrfckr") โ€” the world's most prevalent SSH attack campaign โ€” operates 80 identified nodes simultaneously across Microsoft Azure, Google Cloud, Tencent Cloud, BytePlus (TikTok's cloud), DigitalOcean, and compromised national telecommunications infrastructure including Vietnam's military telecom (Viettel, led by a Major General) and Tanzania's education network (TERNET, connecting 67+ universities).

This single criminal operation plants SSH backdoors, deploys cryptominers, and maintains persistent access across the world's largest cloud providers โ€” demonstrating that neither the $2 trillion cloud industry nor nation-state cybersecurity can prevent a Romanian/Portuguese-speaking criminal gang from weaponizing their infrastructure at will.

๐ŸŽฏ Critical Findings

๐Ÿ”ด FINDING 1: The Outlaw Botnet Controls 80 Nodes Across Major Cloud Providers
All 80 IPs using credential 345gs5662d34:345gs5662d34 are IDENTICAL to the 80 IPs planting the mdrfckr SSH key โ€” 100% overlap proving single operator. The botnet simultaneously compromises Microsoft Azure (3 IPs), Google Cloud (1 IP), Tencent Cloud (1 IP), BytePlus/TikTok (2 IPs), DigitalOcean (4 IPs), and 69 other nodes across residential ISPs and national telecoms in 28 countries.
Evidence: honeypot credential/key correlation ยท Kaspersky Securelist ยท Elastic Security Labs
๐Ÿ”ด FINDING 2: TikTok's Cloud (BytePlus) Hosts Active Cyberattack Infrastructure
BytePlus Pte. Ltd. (AS150436) โ€” ByteDance's cloud arm โ€” has 34 IPs actively attacking our honeypot. Two IPs confirmed planting SSH backdoors (mdrfckr campaign). BytePlus is operationally managed by ByteDance Beijing (abuse email: bd_abuse@bytedance.com). Subject to China's National Intelligence Law Article 7. GreyNoise independently confirms IPs as MALICIOUS and actively scanning today.
Evidence: APNIC RDAP ยท GreyNoise API ยท ThreatFox ยท Direct honeypot observation
๐Ÿ”ด FINDING 3: Vietnam's Military Telecom Has 38 Weaponized IPs
Viettel Group (AS7552) โ€” the "Army Industry-Telecommunications Group" of the Vietnam People's Army, led by Major General Tร o ฤแปฉc Thแบฏng, with $7.25B revenue and 50,000 employees โ€” has 38 IPs with average threat score 90.7 actively attacking global targets. Whether compromised or intentional, every victim's incident report shows attacks from Vietnam military infrastructure.
Evidence: Wikipedia (multiple cited sources) ยท Direct honeypot data ยท ASN threat correlation
๐ŸŸ  FINDING 4: Proton66 (Russia) โ€” Ransomware Host on Spamhaus DROP, OFAC-Linked
Proton66 OOO (AS198953) markets as BEARHOST on Russian criminal forums with explicit law enforcement immunity. Hosts SuperBlack ransomware, WeaXor/Mallox, SpyNote RAT, XWorm. ALL prefixes on Spamhaus DROP/ASN-DROP. Connected to OFAC-sanctioned Aeza Group. Zero enforcement action despite documentation by 5+ CTI vendors.
Evidence: Trustwave SpiderLabs ยท Spamhaus DROP ยท US Treasury OFAC
๐ŸŸ  FINDING 5: Tanzania's Education Network Plants SSH Backdoors Globally
TERNET (AS37182) โ€” connecting 67+ Tanzanian universities and medical colleges, funded by โ‚ฌ26.6M EU AfricaConnect2 project โ€” has confirmed mdrfckr SSH backdoor activity. The CEO publicly admitted near-inability to pay staff salaries. EU-funded academic infrastructure weaponized against the global internet.
Evidence: UbuntuNet Alliance ยท Direct honeypot observation
๐ŸŸ  FINDING 6: 5 of 6 Compromised Telecoms โ€” Zero International Legal Obligation
Kazakhstan, Tanzania, Pakistan, Macau/China, and Vietnam are NOT parties to the Budapest Convention on Cybercrime. Only South Korea has ratified. No binding international legal framework compels these nations to investigate or remediate compromised infrastructure. Botnets operating from these jurisdictions are effectively untouchable.
๐ŸŸ  FINDING 7: Cloud Providers Structurally Cannot/Will Not Police Attack Infrastructure
Spamhaus: Tencent #1 globally for botnet C&C hosting. abuse.ch: 1-2 week takedown times. Silent Push: FUNNULL acquires new Azure/AWS IPs faster than banned (1,200+ suspended, immediately replaced). CrowdStrike: 82% of attacks now malware-free. The shared responsibility model creates ungoverned attack space at industrial scale.

๐Ÿ”ฌ The Attack: Outlaw/mdrfckr Botnet Anatomy

What is it? The Outlaw botnet (also Dota/Dota3) is the world's most prevalent SSH attack campaign, active since 2018. Named by Trend Micro from Romanian haiduc (outlaw/bandit). Kaspersky published definitive IR report April 2025 from Brazilian compromise. Independent research found mdrfckr responsible for ~80% of all interactive SSH honeypot attacks globally.

๐Ÿ”— The HK/CN/SG Cloud Nexus

Six Chinese-owned cloud providers registered in Hong Kong, Singapore, and the US form the backbone of attack infrastructure. The pattern exploits the post-2020 HK National Security Law reality: HK corporate registrations no longer provide meaningful legal distinction from mainland PRC entities.

YISU Cloud (AS142403): Has an explicitly INVALID abuse contact in APNIC โ€” meaning abuse reports go nowhere. Combined with max threat scores (100/100) and minimal BGP footprint = bulletproof hosting under HK veil.

UCloud (AS135377): Shanghai STAR Market-listed company with thin HK subsidiary using false phone (+000000000) in APNIC. Fully subject to PRC cybersecurity, data security, and national intelligence laws.

China's National Intelligence Law Article 7: "All organizations and citizens shall support, assist, and cooperate with national intelligence efforts." ByteDance, Tencent, UCloud โ€” all subject. Whether their compromised infrastructure represents criminal abuse or state-directed activity is legally indistinguishable โ€” which is a feature, not a bug.

โš–๏ธ Legal & Geopolitical Context

The Budapest Convention Gap: The primary international instrument for cybercrime cooperation (Council of Europe, 2001) has NOT been ratified by Kazakhstan, Tanzania, Pakistan, China/Macau, or Vietnam. No foreign government can compel remediation of compromised infrastructure in these jurisdictions.

The Shared Responsibility Model: Cloud providers sell compute. Customers are responsible for what runs on it. There is no legal obligation for Microsoft, Google, or Tencent to monitor whether a $4/month VM is attacking millions of systems. When Silent Push documented FUNNULL acquiring 1,200+ Azure IPs for malware hosting, Microsoft banned them โ€” but FUNNULL immediately acquired new IPs. The whack-a-mole game is the system working as designed.

CISA AA22-158A (NSA/FBI Joint): "PRC state-sponsored cyber actors readily exploit unpatched network devices to serve as additional access points for C2 and midpoints to conduct network intrusions." The same infrastructure pattern we observe in our data.
