๐Ÿ‡ช๐Ÿ‡บ Executive Summary

A family of European corporate wrappers โ€” Dutch B.V., German GmbH, Romanian Srl, UK Ltd/LLP โ€” whose IPs route off-jurisdiction. Serverion / Des Capital B.V. (NL) routes via BG/CZ/RU; HBING LIMITED (GB) via British Virgin Islands/ZA; NexonHost (RO) via ZA/AR/Belize; PIO-Hosting GmbH (DE) splits NL/DE/HK.

The sharpest finding: Iran (IR) routing appears under a GB LLP ASN โ€” Global Connectivity Solutions LLP (GCS-AS, AS215540) โ€” a potential sanctions-exposure vector that a clean GB corporate label obscures.

HBING and PIO-Hosting register as critical bulletproof-risk ASNs; the BVI/Belize registrant markers recur in the broker layer (IPXO / ITWEB / Internet Utilities). A distinct Kosovo/Albania subcluster (Max TV SH.P.K, ARTMOTION) is geographically separate from the offshore-shell pattern.

Observed behaviour is scanner-grade SSH probing, not post-exploitation โ€” the value here is the infrastructure attribution: EU paperwork as a clean wrapper over off-continent bulletproof routing.

๐Ÿท๏ธ One broker, three continents, and the address that is really a mailbox

Watch a single broker move. The maintainer object lir-vg-itweb-1-MNT — registered in the British Virgin Islands — appears on the address space of HBING, a 'London' company. The sibling entity Internet Utilities Africa (PTY) LTD holds South African blocks; Internet Utilities LATAM LTD, registered in Belize, holds Argentine ones; and the abuse complaints route to a Gmail address, abuse.webltd@gmail.com. One commercial organism, wearing a BVI maintainer, a South African subsidiary, a Belize subsidiary, and a free webmail inbox, leasing infrastructure that attacks from the Netherlands while answering to nowhere in particular.

HBING LIMITED itself is registered at 124 City Road, London EC1V 2NX — an address that anyone who investigates UK shells learns to recognise, because tens of thousands of companies share it. It is a virtual office, a filing cabinet that calls itself a headquarters. The pattern repeats down the cluster: a Dutch B.V. (Serverion / Des Capital) whose prefixes drift through Bulgaria, the Czech Republic and Russia; a Romanian Srl (NexonHost) whose customer space registers in South Africa and Belize; a German GmbH (PIO-Hosting) whose 'NL' traffic resolves to Hong Kong. The European corporate name is the clean shirt. The routing table is the body underneath.

๐Ÿšฉ The most dangerous line item: Iran, inside a British company

Of everything in this cluster, one thread should make a compliance officer put down their coffee — and it has to be told precisely, because the easy version is wrong. Global Connectivity Solutions LLP is a British limited liability partnership: Companies House number OC450701, registered at Suite 310, 21 Hill Street, Haverfordwest, in rural Welsh Pembrokeshire, its RIPE resources sponsored through a Russian intermediary (LLC Internet Tehnologii, INETTECH-MNT). Its autonomous system, AS215540, routes blocks whose origin country reads variously Bulgaria, Russia and the Seychelles — and, the part that matters, Iranian institutional space: 213.176.16.0/24, registered to the Iranian Research Organization for Science and Technology (IROST), an arm of the Iranian state. A separate block in the same AS, 185.88.99.0/24, is sometimes summarised as 'Telecommunication Company of Iran,' but the registry record resolves it to PROXY6 LLC; Iran's actual incumbent telecom, TCI, sits in a different autonomous system (AS58224). We draw that line deliberately — the documented fact is an Iranian state-research prefix inside a UK partnership, not the national carrier, and saying so keeps the finding bulletproof.

The routing fact is high-confidence; the intent is not. Whether a Welsh-registered LLP carrying Iranian government research space crosses from careless reselling into sanctions exposure is a question for OFSI and OFAC, not a honeypot — and we label it inferential. But this is exactly what jurisdictional arbitrage is for. A sanctioned or sensitive network does not hide on a sanctioned-looking host. It acquires a clean Companies House number and a quiet town address, and lets the geography do the laundering. The Kosovo–Albania nodes elsewhere here (Max TV, ARTMOTION — the latter reached through Serbia's state telecom, Telekom Srbija) are a separate regional story we keep apart rather than inflate. But the GCS line is the one that reaches past cybercrime and brushes against statecraft.

๐Ÿ›๏ธ The Official Scaffolding โ€” Institutional Anchors

Nothing at this scale operates without anchors in official structures — Regional Internet Registries, company registrars, state telecoms, regulators, financiers, carriers, and law enforcement. These are the documented anchors (sourced). The inferred ones live in the conspiratorial section below.

The European wrappers are anchored exactly where you would expect — and then one of them reaches somewhere you would not. Serverion, PIO-Hosting, NexonHost and the rest are normally registered with RIPE NCC and visible in PeeringDB. HBING is a UK Companies House shell at the mass-registration address 124 City Road, its resources sponsored through Host Sailor (UAE). The strongest offshore broker marker, IT WEB LTD / lir-vg-itweb-1-MNT, and its sibling Internet Utilities Africa anchor — strikingly — back into AFRINIC, the same registry as Part D's Cloud Innovation; the InterLIR brokerage rides RIPE's transfer market. The Balkan nodes are state-telecom-anchored: ARTMOTION reaches transit through Telekom Srbija (AS8400), Serbia's national carrier. And then GLOBAL CONNECTIVITY SOLUTIONS LLP — UK-registered, Russian-LIR-sponsored — routes Iranian IROST state-research address space. A British partnership, a Russian sponsor, an Iranian government prefix, anchored end-to-end in official registries.

๐Ÿ”Ž Findings

SeverityConf.CategoryFinding
HIGHhighgeo_discrepancySystematic country-source disagreement across European wrappers
All ASNs in the cluster show disagreement between abuse geolocation, BGP/Cymru prefix country and RDAP registrant country; the pattern is repeated across NL, GB, RO, PL, DE, IT and Balkan entities.
CRITICALhighbulletproofHBING LIMITED is a critical bulletproof-risk AS
AS208949 has five local IPs, average threat 84.2, risk score 95.26, critical abuse scores, and NL/VG/ZA/BE/PL/US country splits.
HIGHmedium-highoffshoreBVI and Belize markers recur in the broker layer
HBING and NovoServe share the lir-vg-itweb-1-MNT / BVI-adjacent contact pattern; NexonHost includes Internet Utilities LATAM LTD. with Belize RDAP country on 200.26.188.219.
CRITICALhighsanctionsIran routing appears under a GB LLP ASN
AS215540 / GLOBAL CONNECTIVITY SOLUTIONS LLP contains local IPs with Cymru prefix country IR, including 62.60.234.140 and 213.176.16.100/229/18.65, while the AS is registered to a UK LLP.
CRITICALhighbulletproofPIO-Hosting combines high abuse scores with NL/DE/HK routing divergence
AS198584 has 16 local IPs, 324 honeypot hits, average threat 71.9, all scored AbuseIPDB 100, and marquee hosts split across NL geolocation, DE/HK prefix and RDAP countries.
HIGHhighcorporateServerion/Des Capital is a Dutch corporate wrapper over multi-country customer routing
AS213035 is publicly Serverion/Des Capital B.V.; local IPs show NL abuse geolocation but CZ/BG/NL/RU prefix or RDAP splits, with two GreyNoise-malicious marquee IPs.
HIGHmedium-highoffshoreNovoServe BYOIP customers expose the laundering layer rather than the provider core
AS215224 is explicitly NovoServe BYOIP Customers; local IPs route through ZA/IN, VG/PL, US and LT/US while abuse geolocation remains NL.
HIGHhighgeo_discrepancyNexonHost routes Romanian-labelled abuse through ZA/AR/BZ registrant trails
AS62390 shows 13 local IPs and 426 hits; 102.129.186.123 is RO/ZA/ZA, while 200.26.188.219 is RO/AR/BZ via Internet Utilities LATAM LTD.
MEDIUMmediumbulletproofSollutium is a weaker but relevant proxy/Vsys hosting signal
AS43641 has NL abuse geolocation with PL/UA/NL routing and RDAP splits; public Scamalytics describes a large server/proxy/VPN footprint but low observed web-fraud risk.
HIGHmediumattributionNOVACONN is a severe bridge node, not enough for a hoster-wide conclusion
31.59.89.180 is threat 93 with IT/AE discrepancy, RDP exposure and shared vncuser credential links, but it is only one local IP.
HIGHhighgeo_discrepancyKosovo/Albania subcluster is distinct from BVI/Belize shelling
Max TV and Artmotion show XK/AL/DE ambiguity around local high-threat nodes but use regional access-provider identities rather than offshore broker shells.
MEDIUMhighattributionThe observed behavior is scanner-grade SSH probing, not post-exploitation
Cluster credential attempts are dominated by username root and blank password, with no successful logins and no commands executed in the queried ASNs; HASSH libssh2_1.11.0 appears repeatedly.

๐Ÿ•ณ๏ธ The Conspiratorial Read โ€” Questions & Calibrated Answers

Each answer states what the evidence supports and labels where a claim is unproven. Questions are instruments: they pry loose the partial truths the flat record hides.

โ“ What if a 'Dutch' or 'British' host is structurally the same operator as an offshore one?

The EU entity is the reputation layer; the routing and registrant trails (BG/RU, BVI, Belize, ZA) are the operational reality. Shared upstreams and recurring broker registrants (IPXO/Internet Utilities across US/VG/BZ/ZA) suggest a thin corporate veneer over a common off-continent substrate.

โ“ Iran routing under a UK LLP โ€” is this sanctions evasion?

We flag it as a sanctions-exposure vector (confidence HIGH that IR routing appears under GCS-AS, a GB LLP). Whether it constitutes wilful evasion is a legal determination for OFSI/OFAC; the forensic point is that a GB corporate label is doing the work of hiding an Iranian routing relationship.

โ“ Why Belize and the British Virgin Islands specifically?

Same logic as Seychelles in Part D: zero beneficial-ownership disclosure. BVI (HBING) and Belize (NexonHost) appear at the registrant end precisely because they sever the paper trail. The broker layer (IPXO/ITWEB/Internet Utilities) spans US/VG/BZ/ZA โ€” a portable secrecy stack.

โ“ Is the Kosovo/Albania subcluster part of the same operation?

No โ€” we keep it distinct (confidence HIGH). Max TV / ARTMOTION (XKโ†’ALโ†’DE) is a regional Balkan hosting ecology, separate from the BVI/Belize shelling. Lumping them would overstate the network; we record it as an adjacent but independent pattern.

โ“ A UK partnership, sponsored by a Russian LIR, carrying Iranian state-research routing — coincidence or design?

Every link in that chain is documented (UK Companies House ← Russian INETTECH sponsor → Iranian IROST prefix). What is not proven is intent or sanctions-evasion — we hold that at LOW-MEDIUM and label it inferential. But three sanctioned-or-sensitive jurisdictions meeting inside one Welsh-registered LLP is precisely the shape jurisdictional arbitrage takes when it stops being about spam and starts being about statecraft.

โ“ Who is the real broker behind the European shell faces?

The IT WEB / Internet Utilities layer — spanning the British Virgin Islands, South Africa (AFRINIC) and Belize, recurring across HBING and NovoServe customer space. One broker organism, many national corporate masks. The 'companies' are interchangeable costumes; the broker is the body.
