The Surveillance Vendors
๐ Part C of the Kill Chain Economy series โ TI-2026-035
One thousand and sixty-three documents. That's what WikiLeaks gave us in the Spy Files. Product brochures. Price lists. Training manuals. For tools that install inside your ISP and intercept everything you do.
They weren't leaked by a whistleblower risking prison. They were marketing materials. Handed out at trade shows in Dubai, Kuala Lumpur, and Prague. The surveillance industry was so confident of its impunity that it printed brochures.
This investigation follows the documented path from those brochures to your SSH port. From a Munich trade registration to a honeypot probe. From an Israeli military unit to a Delaware corporation. From lawful intercept to criminal exploit โ a journey that, once complete, cannot be reversed.
The Factory: Unit 8200 and the Production Line
There is a building in Herzliya, Israel. From this building and its predecessors, the following companies emerged:
๐ญ The Unit 8200 Production Line
| Company | Product | Founded By | Current Status |
|---|---|---|---|
| NSO Group | Pegasus (zero-click smartphone) | Shalev Hulio, Omri Lavie (8200) | U.S. Entity List (Nov 2021) |
| Candiru / Saito Tech | DevilsTongue (Windows/Mac) | Isaac Zach (NSO investor, 8200-adj) | U.S. Entity List (Nov 2021) |
| Paragon Solutions | Graphite (Signal/WhatsApp) | Ehud Barak (former PM), 8200 alumni | Acquired by US firm, $500M+ (Dec 2024) |
| Kape Technologies | ExpressVPN, CyberGhost, PIA | Koby Menachemi (8200, Crossrider) | LSE-listed, owns 3 of top 5 VPNs |
| Intellexa | Predator (Android/iOS) | Tal Dilian (Unit 81, SIGINT tech) | U.S. Entity List (Mar 2024) |

This is not a revolving door. A revolving door implies two separate buildings. This is a production line. The Israeli military trains offensive cyber operators. Those operators graduate into private companies. Those companies sell the military's capabilities โ under export license from the same military. The government controls who buys. The government uses the sales as foreign policy leverage.
Israel used Pegasus sales to negotiate the Abraham Accords with UAE, Morocco, and Bahrain. The surveillance tool was the diplomatic gift. The buyers got spyware. Israel got normalization agreements. The targeted journalists and opposition figures got Pegasus on their phones.
๐ Read between the lines
Q: If Unit 8200 is the factory, what is the product?
A: The product is not software. The product is capability transfer under diplomatic control. Israel does not sell Pegasus โ Israel sells the ability to surveil your own population, revocable at will by the Israeli Ministry of Defence. The buyer becomes dependent. The seller retains leverage. This is arms dealing, not software licensing.
Q: Why does Kape Technologies (formerly Crossrider, literally an adware company) own three of the five largest VPN providers?
A: Because Koby Menachemi understood, from his 8200 training, that the most valuable intelligence position is not the attacker โ it is the man in the middle. A VPN provider sees all traffic. ExpressVPN has 3+ million users. CyberGhost has 38+ million. PIA has 15+ million. That's 56 million people routing all their traffic through infrastructure controlled by Unit 8200 alumni. Whether they collect or not is irrelevant โ the position is the product.
Q: Why did Candiru change its name five times?
A: Because accountability requires a stable identity. Saito Tech โ DF Associates โ Grindavik Solutions โ Taveta โ Candiru. Each name change is a corporate molt โ shedding public reporting, lawsuit discovery, and journalist attention. The company that Apple sued is not the company that exists today. Same product. Same people. Different letterhead. The shell-company technique from TI-2026-026 (Seychelles) applied to a Tel Aviv office.
The Product: What ISP-Level Surveillance Actually Looks Like
๐ FinFly ISP โ Product Specifications (WikiLeaks Spy Files)

Read that list again. This is a product. It has a brochure. It was marketed at ISS World (the "Wiretapper's Ball") in Dubai. It has "strategic" and "tactical" deployment options like it's a field artillery system. And it handles SSH โ the exact protocol our honeypot monitors.
FinFly ISP sits between your SSH client and the server. It doesn't need to break encryption โ it intercepts before encryption or injects into the session. When our honeypot captures an SSH probe, that probe traversed the same ISP infrastructure that FinFly ISP targets. We measure the attacks. FinFly measures the defenders. Same pipe. Different invoices.

Eleven products. A complete surveillance ecosystem from physical proximity to ISP-level nationwide deployment. All from a single vendor. All marketed at trade shows. All sold to governments. All โ every single one โ now in the criminal ecosystem.
Because in 2014, someone leaked the source code.
The Leak: When Government Tools Become Everyone's Tools
๐ฅ Three Documented Leak-to-Criminal Pipelines
| Source | Leak Event | Time to Criminal Adoption | Result |
|---|---|---|---|
| FinFisher | Source code leaked 2014 (WikiLeaks SpyFiles 4) | Months | Techniques in criminal malware by 2015 |
| CIA Vault 7 | Hacking tools leaked 2017 (WikiLeaks) | Months | Router implants, smart TV exploits in wild |
| NSO Pegasus | Zero-days burned through use (ongoing) | Weeks | Same vuln classes in criminal kits per Google TAG |
Source: [OSINT-LIB] WikiLeaks SpyFiles 4 (2014), WikiLeaks Vault 7 (2017), Google TAG Buying Spying 2024.
The pattern is identical each time:
- Government builds or purchases tool for offensive operations
- Tool is used against targets (burning zero-days, exposing techniques)
- Tool is leaked (employee, hack, WikiLeaks) or burns (vulnerability patched, technique documented)
- Criminal ecosystem adopts the techniques within weeks to months
- Techniques become permanent criminal capability โ they cannot be recalled
The pipeline is a one-way valve. Export controls cannot recall source code that's on GitHub. Entity Lists cannot un-burn a zero-day. Sanctions cannot remove a technique from a criminal's toolkit once they've learned it. The surveillance vendor market is a capability diffusion engine โ and diffusion, by definition, cannot be reversed.
๐ The question the industry refuses to ask
Q: If every surveillance tool eventually enters the criminal ecosystem, and this is documented across three separate pipelines spanning a decade, why does the market still exist?
A: Because the cost is externalized. The government using Pegasus today does not bear the cost of Pegasus techniques appearing in criminal malware next year. The cost falls on the future victims of criminal attacks enabled by the proliferated capability. The surveillance vendor market is a negative externality engine โ like a factory dumping toxic waste downstream. The factory profits; the downstream community gets cancer. The timeline between sale and criminal adoption (weeks to months) means the current buyer gets full value before the capability becomes free for criminals.
Q: Why didn't FinFisher's exposure in 2011 (WikiLeaks) stop anyone?
A: Because exposure without enforcement is advertising. The WikiLeaks Spy Files showed 1,063 documents proving FinFisher sold surveillance to authoritarian regimes. The result: Google TAG reports that FinFisher "shut down operations" in Munich โ but the techniques proliferated. Nexa Technologies (founding member of the Intellexa Alliance) picked up the market. Then Nexa was indicted by a Paris court for complicity in acts of torture for selling to Libya and Egypt. Then Nexa removed itself from Intellexa's public branding. The market doesn't die. It molts.
Q: What does the Vault 7 leak mean for our honeypot?
A: The CIA's toolkit included: router implants, network exploitation, server-side attacks. Our honeypot monitors exactly those attack surfaces. The SSH probes we capture use techniques that, pre-2017, were classified CIA capability. Post-2017, they are anyone's capability. When we see a sophisticated SSH exploitation attempt, we cannot distinguish a state actor from a criminal who read the Vault 7 documents. The leak equalized the playing field โ permanently.
The Personnel Pipeline: When Intelligence Officers Become Contractors
๐ถ Project Raven Timeline: NSA โ UAE โ Domestic Surveillance
| Year | Event | Capability Transfer |
|---|---|---|
| 2009-2012 | Project Raven: former NSA operatives hired by UAE | Offensive cyber capability (targeting, exploitation) |
| 2012-2016 | DarkMatter Group established in Abu Dhabi | Full offensive cyber company (UAE ownership) |
| 2016-2019 | UAE becomes NSO Group Pegasus customer | Israeli capability layered on US-trained foundation |
| 2019 | DOJ charges 3 former US intel operatives | Prosecution confirms the pipeline exists |
| 2024 | UAE TRA mandates ISP-level DPI on all ISPs | Nationwide surveillance operational |
Source: [OSINT-LIB] Reuters Special Report "USA Spying Raven" (2019), DOJ press release (Sep 2021). Three defendants: Marc Baier, Ryan Adams, Daniel Gericke.
This is not theory. The DOJ prosecuted it. Three former US intelligence operatives โ named, charged, convicted โ transferred NSA offensive cyber capability to the United Arab Emirates. They built DarkMatter. DarkMatter became the UAE's domestic surveillance apparatus. Then the UAE also bought Pegasus from NSO, layering Israeli capability on top of the American foundation.
The DOJ prosecution proves the pipeline exists. But consider what it doesn't prove: that the pipeline has stopped. Three individuals were charged. The capability they transferred โ the knowledge in their heads, the procedures they wrote, the systems they built โ remains operational in Abu Dhabi. You cannot prosecute knowledge back into classified status.
The Domestication Pattern: How Israeli Weapons Become American Products
๐ Paragon Solutions: The Complete Domestication
- 2019: Founded by former PM Ehud Barak + Unit 8200 alumni. Israeli company.
- 2021: Incorporated in Delaware (USA). Now legally American.
- 2024 (Dec): Acquired by AE Industrial Partners (Florida PE firm) for >$500M. Now owned by Americans.
- 2025: US ICE director admits authorizing use of Paragon's Graphite spyware. DHS then denies contract exists.
- Product: Graphite โ zero-click extraction from Signal, WhatsApp, Telegram. More capable than Pegasus for encrypted messengers.
Source: [OSINT-LIB] Covert Action Magazine (Mar 2026), Haaretz, The Guardian. ICE director testimony to Congressional committee.
Read the timeline again. In five years, Paragon went from Israeli military product to American domestic law enforcement tool. The path:
- Build in Israel โ under military export license, with Unit 8200 talent
- Incorporate in Delaware โ now it's a US company on paper
- Sell to US PE firm โ now it's American-owned, American-controlled
- Deploy domestically โ ICE uses it against targets on US soil
At no point in this chain does an export control apply. Israeli export controls cover Israeli companies selling abroad. US companies using domestically acquired tools are not exporting. The surveillance capability has been laundered through corporate transactions โ exactly like the IP address laundering documented in TI-2026-026 (Seychelles shells), except the asset being laundered is not an IP block but a weapons-grade surveillance tool.
๐ The geopolitics nobody says aloud
Q: Why did the US Entity List NSO Group (Nov 2021) but allow Paragon's acquisition (Dec 2024)?
A: Because the Entity List is not a moral position on surveillance. It is a market intervention. NSO sold Pegasus to Saudi Arabia (used against Jamal Khashoggi's associates), UAE (used against US-connected dissidents), Hungary (used against EU journalists). These sales harmed US interests. The Entity List said: this Israeli company cannot sell to people who embarrass us. Paragon's acquisition said: but we can own the same capability ourselves. The US did not oppose surveillance tools. The US opposed Israeli-controlled surveillance tools being sold to uncontrollable customers.
Q: Is this the model for all surveillance vendor "enforcement"?
A: Consider the pattern: NSO Entity Listed โ Paragon acquired by US firm. Intellexa Entity Listed โ ??? (watch this space). FinFisher shut down โ techniques proliferated. The enforcement action eliminates the competitor; the capability is acquired, not destroyed. Export controls are market consolidation tools disguised as human rights tools.
Q: What does ICE's admission and then DHS's denial mean?
A: It means the deployment is real and the oversight is fictional. An ICE director testified to Congress that they authorized Graphite spyware use. DHS then claimed no contract exists. Both cannot be true. Either: (a) the contract exists under a classified or differently-named program, (b) the director misspoke under oath, or (c) the tool was used without formal contract โ off-book. Option (c) is the most alarming and, given the DOJ's own precedent of prosecuting off-book surveillance (Project Raven), the most legally vulnerable.
The Market That Cannot Die
๐งฌ Enforcement Actions vs Market Reality
| Vendor | Enforcement | Year | Result |
|---|---|---|---|
| FinFisher/Gamma | WikiLeaks exposure + source leak | 2011/2014 | Munich ops shut. Techniques proliferated globally. |
| NSO Group | U.S. Entity List + Apple lawsuit | 2021 | Valuation dropped. Still operating. Still selling. |
| Intellexa/Cytrox | U.S. Entity List + EU investigation | 2024 | Restructured. Renamed. Nexa indicted โ removed branding. |
| Blue Coat Systems | Sold DPI to Syria, Burma, Iran | 2011-2015 | Acquired by Symantec for $4.65B. Capability persists. |
| Hacking Team | Hacked, emails leaked (400GB) | 2015 | Renamed Memento Labs. Continued operating. |
Source: [OSINT-LIB] Google TAG 2024, EU Parliament Pegasus Investigation 2022, WikiLeaks Spy Files. Blue Coat: Citizen Lab reporting.
Five enforcement actions. Five vendors. Zero capabilities removed from the market.
FinFisher shut down โ the source code is on the internet forever. NSO was Entity Listed โ still selling to customers the US hasn't sanctioned. Intellexa restructured โ same people, new name, different jurisdiction. Blue Coat was acquired for $4.65 billion by Symantec โ the enforcement action was a liquidity event for shareholders. Hacking Team was renamed Memento Labs and kept operating.
The market is not just resilient. It is anti-fragile. Each enforcement action eliminates one name but not the capability, the personnel, or the demand. The demand is 180+ nation-states wanting to surveil their populations. That demand does not decrease because one vendor is sanctioned. It finds another vendor. Or creates one.
Where The Honeypot Meets The Brochure
Here is what connects a WikiLeaks PDF from 2011 to an SSH probe in 2026:
๐ก Same Attack Surface
FinFly ISP intercepts: HTTP, HTTPS, SMTP, POP3, IMAP, SSH, FTP. Our honeypot monitors: SSH. The surveillance vendor product and the criminal attack tool target the same protocols because those protocols carry the same valuable data โ credentials, communications, file transfers.
๐ง Same Techniques
FinFisher documented: credential interception, session injection, persistence mechanisms, remote control. Our honeypot observes: credential stuffing, session exploitation, persistence (Outlaw/mdrfckr), remote access establishment. The techniques are identical because the FinFisher source code โ leaked 2014 โ taught them to everyone.
๐ Same Infrastructure
Surveillance vendors need: bulletproof hosting (delivery servers), VPNs (operator anonymity), jurisdictional arbitrage (legal protection). Cybercriminals need: the same three things. They use the same providers (M247 for VPNs, 1337 Services for hosting, Seychelles for shells) because the requirements are identical.
๐ Same Victims
Pegasus targets: journalists, lawyers, opposition politicians. Our honeypot captures attacks against: servers hosting journalism, legal firms, political organizations. The victim profile overlaps because the attackers โ whether state-directed or criminal โ target the same high-value individuals and organizations.
The $12 Billion Question
The global surveillance market is estimated at $12 billion and growing. Forty-plus vendors tracked by Google TAG alone. Products sold to 45+ countries. Deployed against journalists in 35+ documented cases. Used to negotiate diplomatic agreements (Abraham Accords). Acquired by private equity (Novalpina, AE Industrial Partners). Listed on stock exchanges (Kape/LSE).
This is not a shadow industry. It has annual reports.
And every year, its products leak, burn, or proliferate into the criminal ecosystem. The SSH probes our honeypot captures โ millions per month โ include techniques that were, five years ago, classified government capability. Five years from now, whatever NSO is selling today will be in criminal hands.
The surveillance vendor market is a negative externality engine running at $12 billion per year. The externality is the cybercrime wave. The victims pay the cost. The vendors collect the revenue. The cycle has been documented for a decade. Nobody with the power to stop it benefits from stopping it.
โ๏ธ The Surveillance Vendors โ Verdict
One military unit (8200) produces the majority of commercial surveillance vendors. One government (Israel) controls export licenses and uses them as diplomatic leverage. One market ($12B+) has survived every enforcement action attempted against it. Three documented pipelines show tools flowing irreversibly from government โ commercial โ criminal.
The result:
- The factory is Unit 8200 โ a military unit producing commercial products
- The pipeline is one-way โ classified โ commercial โ criminal โ permanent
- The enforcement is market shaping โ eliminating competitors, not capabilities
- The domestication is Paragon โ Israeli weapon โ Delaware corporation โ ICE deployment
- The result is our honeypot โ seeing 2015's classified tools in 2026's criminal campaigns
The surveillance vendor market does not create cybercrime. It creates the tools that become cybercrime. And it has been doing this, documented, for a decade โ while growing 15% annually.
The brochures are still being printed. The trade shows still run in Dubai. The SSH probes keep coming. Same pipe. Different invoices.
