๐ TI-2026-021A โ "The Nowhere Registry" โ When the Abuse Desk IS the Attacker
๐ Executive Summary
This investigation began with a simple observation: 30 IPs registered as "Private Customer" attacked our SSH honeypot โ and every abuse complaint about them went to an entity that turned out to be the same organisation managing the IPs.
The loop is documented, not inferred:
- Attack IP
191.101.33.115(AS14670 WHG, threat score 98, 72 honeypot sessions) - RIPE org: "Private Customer" โ abuse-mailbox:
report@abuseradar.com - AbuseRadar website states: "Abuseradar by Internet Utilities" + links to netutils.io
- netutils.io = Internet Utilities LATAM LTD (Belize, Blake Building Suite 102)
- RIPE maintainer
netutils-mntmanages the IP registrations for these same blocks - Passive DNS:
191.101.33.115resolves to netutils.io
The entity that manages the IP registrations, operates the attack infrastructure, AND receives the abuse complaints is the same entity. This is not a chain โ it is a circle.
๐ How we found a circle where there should be a chain
The internet's abuse-handling architecture assumes a linear chain: a victim sends a complaint to an abuse desk, the abuse desk contacts the customer, the customer is accountable. This architecture works when the links are independent. It fails โ silently, perfectly โ when someone collapses the chain into a loop.
We started by asking a prosaic question: who is attacking our honeypot from "Private Customer" IPs, and where do complaints about them go? The RIPE database said: to report@abuseradar.com. Fine. AbuseRadar's own homepage said: "Abuseradar by Internet Utilities" and linked to netutils.io. Also fine, if you stop there.
We didn't stop there. netutils-mnt โ the RIPE maintainer โ is operated by Internet Utilities LATAM LTD. It maintains the RIPE registrations for the very IP blocks from which the attacks originate. And when we queried passive DNS for 191.101.33.115 โ the single most aggressive attacker in the set โ it resolved to netutils.io. The attack node and the maintainer's website share the same IPv4 address.
So: the entity that registers the IP, the entity that hosts the website of the maintainer, the entity that handles abuse reports, and the domain to which the IP resolves โ are all one thing. A complaint about this IP is a letter written by the victim and delivered to the attacker.

๐๏ธ The Corporate Chain โ From Honeypot to Belize
| Layer | Entity | Jurisdiction | Evidence |
|---|---|---|---|
| 1 ยท Marketplace | IPXO (UAB) | Lithuania | 14M+ IPs, RIPE LIR, ISO 27001, co-founder Vincentas Grinius |
| 2 ยท RIPE Management | Internet Utilities LATAM LTD | Belize (Blake Bldg Suite 102) | netutils-mnt, 20 SSO operators, created Aug 2024 |
| 3 ยท Abuse Handling | AbuseRadar | Belize (= same entity) | "Abuseradar by Internet Utilities" on homepage |
| 4 ยท Physical Hosting | WHG Hosting Services Ltd | UK (Companies House 14644356) | AS14670, ColoCrossing+Vultr transit, Oakley Capital backed |
| 5 ยท RIPE Address | Internet Utilities | UK (virtual: 9 Appold St, London) | NU834 role object, Canary Wharf serviced office |
Five jurisdictions touched by a single IP address. A complaint about 191.101.33.115 would need to pass through UK, Lithuanian, Belizean, and UAE (routing) regulatory channels. No single authority has jurisdiction over the complete chain.
๐ SSH Key Forensics โ The Operator Slipped
SSH key analysis โ the strongest attribution signal available (shared keys = same operator) โ reveals connections outside the "Private Customer" anonymization layer:
| Key Fingerprint | Source IP | Target IP | Target Org | Significance |
|---|---|---|---|---|
75:77:42:bc:... | 191.101.33.115 (WHG) | 198.204.244.210 | "gereng" (NOCIX) | Operator identity leak |
ac:a1:39:92:... | 179.61.232.244 (WHG) | 65.60.5.244 (Internap), 89.38.96.216 (WorldStream) | 3-ASN cluster | Cross-provider operations |
74:05:ae:6d:... | 191.101.33.110 (WHG) | 78.111.67.246 | Surfplanet (DE) | German infrastructure link |
The "gereng" connection is critical: this IP is NOT labeled "Private Customer" โ it exists outside IPXO's anonymization perimeter. It is registered to a unique handle on NOCIX (AS33387). This is the operator's name when they forget to hide.
๐ The Incident Response Team That Attacks
Two IPs registered to "IPXO Incident Response Team" on AS14670 generated significant attack traffic:
| IP | Score | Hits | RDAP Org | Cymru Country |
|---|---|---|---|---|
154.16.115.17 | 88 | 60 | IPXO Incident Response Team | ZA (South Africa) |
154.16.115.163 | 72 | 6 | IPXO Incident Response Team | ZA (South Africa) |
These are IPs explicitly assigned to the team that handles abuse complaints. They are either compromised (their own IRT infrastructure was taken over) or complicit. Either interpretation indicates systemic failure: either the incident response team cannot secure itself, or it is the incident.
๐ณ๏ธ The Conspiratorial Read
โ What if this isn't a hosting company with bad customers โ but a service whose product IS unaccountability?
The evidence supports it. The product chain โ IPXO marketplace โ "Private Customer" redaction โ Internet Utilities LATAM (Belize shell) as RIPE maintainer โ AbuseRadar as abuse desk โ same entity โ is not an accident. It is a feature set. You don't build a closed abuse loop by mistake. You build it because your clients need their attacks to be unreportable.
โ What is the function of the Belize shell company specifically?
Belize International Business Companies (IBCs) have: no public registry, no filing requirements, no tax obligations, anonymous directors permitted. Suite 102, Blake Building is a formation-agent address used by hundreds of shells. Registering your RIPE maintainer here means that even if a regulator identifies the maintainer as a problem โ they cannot compel disclosure from a Belize IBC. The shell is not hiding money. It is hiding accountability.
โ Who is "gereng"?
Unknown. The handle appears only as the NOCIX (AS33387) RDAP registrant for 198.204.244.210. It was exposed only because an SSH key fingerprint (75:77:42:bc) is shared with Private Customer IP 191.101.33.115. This is an operational security failure โ the operator used the same key across anonymized and non-anonymized infrastructure. "gereng" is likely a personal handle or abbreviation. It is the single strongest attribution lead in this investigation.
โ What does RIPE NCC see when it looks at this?
RIPE NCC sees a compliant structure: a registered LIR (IPXO), a registered maintainer (netutils-mnt), a functional abuse-mailbox (report@abuseradar.com) that responds to test probes. RIPE's automation confirms the mailbox works. What it cannot confirm โ and what this investigation demonstrates โ is whether the response means anything when the complaint is processed by the same entity generating the abuse.
๐๏ธ How This Report Was Made
Methodology โ Full Transparency:
This investigation was conducted in two passes โ an initial sweep using honeypot data and pre-existing vectorized dossiers, followed by a deep-dive using web OSINT and RIPE API queries. Sources interrogated:
- SSH Honeypot (Cowrie) โ passive collection of SSH brute-force attempts, credential sets, post-compromise commands, and SSH key fingerprints
- Multi-Source Enrichment Pipeline โ each attacking IP enriched from AbuseIPDB, Team Cymru (BGP origin), RIPE/ARIN RDAP (registration), Shodan, GreyNoise, AlienVault OTX, VirusTotal, Censys, Pulsedive, DShield, IPInfo
- Entity Link Graph โ automated correlation of shared SSH keys, shared credentials, shared HASSH fingerprints, shared malware downloads, and passive DNS overlap (277K+ edges, 17 relationship types)
- RIPE NCC REST API โ direct queries:
- UK Companies House โ find-and-update.company-information.service.gov.uk โ WHG Hosting Services Ltd (14644356)
- AbuseRadar โ abuseradar.com โ confirmed "Abuseradar by Internet Utilities" with link to netutils.io
- IPXO โ ipxo.com โ corporate pages, blog, author profiles (Vincentas Grinius)
- netutils.io โ near-blank page showing Belize address; passive DNS confirms shared hosting with attack IP 191.101.33.115
- PeeringDB โ AS14670 entry (hosting.com USE1), BGP transit data
- SearXNG โ federated web search for: IPXO corporate structure, Internet Utilities LATAM, Aokigahara SRL Romania, Vincentas Grinius RIPE, WHG Hosting Oakley Capital, AbuseRadar Internet Utilities
- Pre-existing Investigation Corpus โ 32 structured dossiers in Qdrant+Elasticsearch hybrid search (TI-019M, TI-020C provided initial corporate chain; backfilled corpus provided pattern context)
- AI-Assisted Analysis โ pattern detection across 8,000+ IP database; automated dossier composition with human editorial oversight; research agent (88 tool calls, 36 min)
No unauthorized access was performed. No active scanning of third parties. All evidence is from publicly-accessible sources or passively-collected honeypot data. Full machine-readable evidence chain preserved in Postgres (dossier_intel).
๐๏ธ Read Between the Lines
โก What this report is NOT telling you directly โ but you should see:
- If one honeypot in a Romanian apartment found this in 30 days, what does the full internet see? Our sensor captured 30 IPs from this structure. Global telemetry โ thousands of honeypots โ would show hundreds or thousands.
- The compliance theatre works both ways. RIPE cannot act because the abuse-mailbox passes automated tests. The mailbox doesn't need to lie โ it just needs to "resolve" complaints into a void.
- The geo-discrepancy is not a bug โ it is the product being sold. When 60% of your IPs disagree about which country they are in, you are selling jurisdictional confusion as a feature.
- Follow the money question nobody asks: Who pays for IPv4 leases specifically to be registered as "Private Customer"? What legitimate business needs its IP registration hidden behind a Belize shell? Answer: no legitimate business. The premium for anonymization is the abuse surcharge.
- The SSH key is an accident that hasn't been noticed yet. "gereng" still shares a key with 191.101.33.115. The moment this is published, that key will be rotated. Consider what that rotation itself will confirm.
- IPXO's VP sits on the RIPE Programme Committee. The entity profiting from this structure has institutional access to the policy-making body that could regulate it.
- 20 SSO operators on netutils-mnt is not a hobby project. This is professional NOC-scale operations, run through a Belize IBC. Why does a professional team need Belizean incorporation? What do they gain that a UK Ltd or Lithuanian UAB would not provide?
